When SIRAS says “Pending,” what is pending?

Special Education Current Active Status = Pending

Here, the student's Current Special Education record is Pending. This is a temporary working status used when a SPED referral, evaluation, participation decision, arrival, or other documented follow-up condition is unresolved.

Use SIRAS Record Status for when a SPED record should be Active, Pending, or Inactive.

IEP Manager Pending Changes

Here, proposed changes to Current/MIS data are pending review. The changes originated in the Special Education IEP Manager meeting workflow.

This is especially important when full agreement has not been obtained—for example, partial consent where the IEP team knows that one service, eligibility item, goal set, or other proposal was agreed to while another proposal was not.

IEP Manager proposes MIS/Current changes → Parent Response does not fully resolve every proposed data item → IEP staff use what occurred in the field → accept, edit, or cancel the appropriate Pending Changes → Current/MIS represents what was actually agreed to

Use IEP Manager Pending Changes: Completing the Data Flow Back to Current.

Archived Transaction Report Status = Pending

Here, the archived transaction is pending submission. The event and its data already exist in the archive; the Pending report status tells SIRAS to attempt to send the selected reportable component or components through the CALPADS reporting workflow.

This happens later than resolving IEP Manager Pending Changes.

Resolve meeting data into Current/MIS → preserve the applicable dated event in an archive → archive Report Status = Pending → SIRAS attempts submission

See Data Record - Archived Transaction and Reporting data to CALPADS.

Pending As Of MEET

Two main types of Pending As Of

Both are promissory note to FMTA that the LEA is aware that a meeting in process and will be completed.

1- Not Eligible Scenario

For initial evaluations, we have pending as of 'parental consent' date.
The Pending As Of date is the parental consent date for assessment to start the initial evaluation process.

2- Eligible Scenario

The Pending As Of date is the date the IEP team has committed to the process of establishing a plan review or re-evaluation. A promissory note if you will.

In SIRAS this date is set by the date SIRAS Staff create an annual or triennial meeting event in SIRAS. This can be further documented by staff emailing other concerned staff a reminder that a meeting is now pending.

Here, an evaluation or review was still pending as of a specific date. Pending As Of is a dated MEET reporting condition used to preserve/report that historical fact when the applicable workflow requires it.

It is not the same as:

  • Current Active Status = Pending;
  • IEP Manager Pending Changes; or
  • an archive whose Report Status is Pending.

See Send the Pending As Of MEET Record. For Initial Evaluation monitoring, also see Initial Evaluation Process and New Referral List.

“Pending Record” in CALPADS 16.21

When CALPADS 16.21 refers to a pending record, interpret it in the context of a MEET record with a pending as of date, no meeting date.

Use CALPADS 16.21 Overdue Plan Review and Reevaluation List for the report-specific interpretation.

Pending in 504 and SST Workflows

Designation matters. The Special Education meanings above should not be assumed to apply to 504 or SST simply because those modules share screen labels or Forms Manager concepts.

Designation/context Meaning
504 record status = Pending The student is under consideration/review for a 504 plan. Use the 504 workflow in 504/SST Summary Page Help, 504 Forms Help, and 504 Module Guide.
SST decision refers the student to 504 SIRAS can transfer the record to the 504 module and set the destination record Pending for the 504 referral.
SST decision refers the student to Special Education SIRAS can transfer the record to the Special Education module and set the destination record Pending for the IEP referral.
Native SST record status The SST workflow generally uses Active while the SST process/follow-up is underway and Inactive when the SST process is complete. See 10 Steps to Develop an SST Plan.
