It is separate from the overdue annual/triennial Pending As Of procedure in Article 609. For the broader distinction among Pending As Of, Meeting in Progress, and other meanings of Pending, see Pending in SIRAS: Know Which "Pending" You Mean.
For a Part B Initial Evaluation, the Pending As Of MEET records that the district received assessment consent and the Initial Evaluation was still in progress as of the Parent Consent Date.
When to Use This Procedure
SIRAS/SELPA practice is to create the Pending As Of MEET archive for a Part B Initial Evaluation after assessment consent is received and before the Initial Evaluation meeting occurs.
- the Parent Consent Date is before the applicable Fall 1 or EOY reporting/census date; and
- the expected Initial Evaluation meeting will occur after that reporting/census date.
- Create the Pending As Of archive before the meeting date occurs.
- Report the Pending As Of MEET before the Initial Evaluation meeting is closed.
- Once the meeting has occurred, do not create a historical Pending As Of condition through this normal workflow.
For this Initial Evaluation procedure, the Pending As Of date is the Parent Consent Date. For an overdue annual/triennial meeting, Article 609 uses the date the meeting event was created in SIRAS.
Before You Create the Archive
- Confirm this is a true Part B Initial Evaluation, not an incoming student/Plan Adoption or another existing-eligibility workflow.
- Confirm signed assessment consent has been received and the Parent Consent Date is entered correctly.
- Confirm the Initial Evaluation meeting has not yet occurred.
- Coordinate with SIS/CALPADS staff so the student has the SSID/enrollment information needed for reporting without delaying the evaluation.
- If the evaluation is already late, enter the applicable Meeting Delay code/reason and preserve supporting documentation.
For the complete Initial Evaluation workflow, use Initial Evaluation Process. For weekly monitoring of new referrals, use New Referral List: SSID & Pending As Of Monitoring.
Create the Pending As Of Archive
- Open the student's MIS Summary.
- Select Archive for Reporting.
- Confirm the Pending As Of archive type presented for the Initial Evaluation.
- Confirm the archive is as of the Parent Consent Date.
- Select Archive / the applicable archive-and-report option.
Confirm the Initial Evaluation Pending As Of archive uses the Parent Consent Date.
Verify the Archived Transaction
After the archive has been created, open the student's archived reporting history and confirm the Pending As Of transaction is present with the expected date and reporting status.
Verify the Pending As Of Initial Evaluation transaction in the student's archived reporting history.
The student's reporting history contains a Pending As Of MEET dated to the Parent Consent Date, representing that the Initial Evaluation was still in progress at that point.
If Assessment Consent Is Later Rescinded
If the parent later withdraws assessment consent before the evaluation is completed, follow the full reversal workflow in Initial Evaluation Process. That workflow includes documenting the withdrawal, closing the evaluation appropriately, clearing the Parent Consent Date when applicable, marking the SIRAS Pending As Of archive Do Not Report, and removing the corresponding MEET from CALPADS so the statewide history does not continue to show an assessment-consent condition that was withdrawn.
- Found Set: Not applicable.
- View: A dated Pending As Of archived transaction appears in the student's reporting history.
- Data: Changes student reporting history and can submit an Initial Evaluation MEET condition to CALPADS.
- Persistence: Permanent reporting/history change unless later corrected or reversed through the documented workflow.
