Show Me: Plan Adoption When SWDS 2 or 3 Is Returning to Participation

Use this worked example when:
CALPADS currently shows the student as SWDS 2 — Eligible, Not Participating or SWDS 3 — Eligible, Not Enrolled, the student has now enrolled in the receiving district, and participation is expected to begin.

This worked example supports incoming-student onboarding and Plan Adoption.
This is a real status change, not a duplicate SWDS 1.
The Plan Adoption establishes PLAN/SERV for the receiving LEA and also needs the new SWDS 1 — Eligible and Participating status because CALPADS does not currently show the student as participating.

If continued non-participation is already clear, do not use this example. Use New or Returning Students and the applicable status/offboarding workflow to determine the correct next event.

Expected Result

Show Me the Steps

1. Validate Current before creating the arrival transaction

Confirm actual enrollment, participation expectation, District Enrollment Date, incoming plan/services, and all other applicable MIS information.

Resolve Current-data issues before creating the archive.

2. Choose Archive for Reporting after validation

Create the transaction from the corrected Current record.

3. Correct a missing District Enrollment Date if necessary

Cancel the archive and correct Current when the receiving-district enrollment date is missing.

4. Enter the verified District Enrollment Date

Use the verified date the student enrolled in the receiving district.

5. Select the option that reports the return to participation

Choose Plan Adoption at new LEA. Check the option indicating that CALPADS currently has the student as Eligible and Not Enrolled/Not Participating and that this transaction should report the return to SWDS 1.

Confirm the Report Event Date equals the District Enrollment Date, then create the archive.

Use the participation-status option only because the verified arrival changes the student's SWDS status to 1.

6. Confirm the archive was created

Read the confirmation message and verify the resulting Current status for this student.

7. Open the new Plan Adoption archive

Inspect the transaction rather than assuming the special option produced the intended components.

8. Verify SWDS + PLAN + SERV

Confirm the archive includes SWDS, PLAN, and SERV, with the new SWDS status representing Eligible and Participating — 1. When plan type did not change, verify Reason for PLAN = 3 — Adoption Same Plan Type.
