Parent Response - Definitions

Parent Response, Contact Attempts, and Closing a Meeting

The Parent Response must describe what actually occurred. Do not choose a convenient response merely to remove a meeting from an open-work list.

The choices shown by SIRAS vary according to the meeting type, eligibility result, and whether the meeting is Eligibility Only (No Plan).

Distinguish three different situations.
  • Continued meeting: The team has not completed the meeting. Document the continuation and keep the meeting open.
  • Awaiting Response: The meeting and required documents are complete, but the applicable response or signature is still pending. This is temporary and the meeting cannot be finalized.
  • Parent Contacted, No Response: The district has completed the contact-attempt process required by local policy and still has no response. This option can be finalized for applicable Other Meetings.

1. When the Meeting Cannot Be Closed Yet

The meeting is continuing

  • Document that the meeting was continued in the Meeting Summary Notes, scheduling notes, and other locally required documentation.
  • Document what remains unresolved or incomplete.
  • Enter the continuation date when it is known.
  • Do not mark the event complete or select a final Parent Response simply to close the work item.

The meeting is complete, but the response or signature is pending

  • Select Awaiting Response.
  • Do not finalize the meeting while that temporary response remains selected.
  • Use Contact Attempts in the IEP Manager to record the date of each attempt.
  • Use notes to document the method, result, and planned follow-up.
  • Follow the district's policy for the number, timing, and type of required contact attempts.
  • Change the Parent Response when the actual outcome is known.
  • Use Parent Contacted, No Response only after the parent or guardian has been contacted multiple times and the district's required follow-up process has been completed.
  • Document every attempt in Contact Attempts and include the method, result, and other required context in notes.
  • Confirm with the administrator or SEDS Coordinator that the district's closure threshold has been met.
  • The meeting may then be finalized with this response for applicable Other Meetings.
  • The proposed plan remains unaccepted: pending plan changes stay held, goals do not advance, and no new PLAN or SERV is reported.
  • If agreement is later received, change the Parent Response to Accepts the Plan (Signed Consent) and verify the resulting Current/MIS data, goals, services, and reporting.

The district has completed the required contact-attempt process and still has no response

Do not use a final response prematurely.
Do not select a disagreement option merely because a signature is delayed, and do not select Parent Contacted, No Response immediately after sending forms. Use it only after the district's required contact-attempt process has been completed.

2. Current Parent Response Menu Options

Use only the options SIRAS displays for the meeting's type and outcome.

Other Meetings

  • Awaiting Response
  • Accepts the Plan (Signed Consent)
  • Does not accept the plan / Stay-Put / No Plan
  • Partial consent
  • Partial consent (Agree to Goals)
  • Parent Contacted, No Response

Triennial – No Longer Eligible

  • Does not accept the plan / Stay-Put / No Plan
If the parent does not agree that the student is no longer eligible, SIRAS does not exit the student. The district continues to treat the student as eligible while the disagreement is addressed.

Initial Evaluation – Eligible

  • Awaiting Response
  • Accepts the Plan (Signed Consent)
  • Does not accept plan (initial meeting)
  • Does not accept Eligibility
  • Partial consent
  • Partial consent (Agree to Goals)

Initial Evaluation – Did Not Qualify (DNQ)

  • Awaiting Response
  • Agrees with ineligibility
  • Disagrees with ineligibility
  • Does not accept plan (initial meeting)

Eligibility Only (No Plan) – Eligible

  • Awaiting Response
  • Accepts Eligibility
  • Does not accept Eligibility

Eligibility Only (No Plan) – DNQ

  • Awaiting Response
  • Agrees with ineligibility
  • Disagrees with ineligibility
Parent Contacted, No Response is listed for Other Meetings in the current menu.
It is not shown in the updated menu list for Initial Evaluation or Eligibility Only (No Plan) scenarios. Use only the options SIRAS displays for the event.

3. Meeting Closure Workflow

  1. Complete the meeting and required forms, or clearly document that the meeting is being continued.
  2. If the meeting is complete and the response is still pending, select Awaiting Response, document contact attempts, and continue follow-up. Do not finalize yet.
  3. If the district has completed its required contact-attempt process and still has no response, select Parent Contacted, No Response when that option is available.
  4. If an actual agreement or disagreement is received, select the option that matches what occurred.
  5. Review Pending Changes so staff understand what the selected response will or will not apply.
  6. For Does not accept the plan / Stay-Put / No Plan, also review any Next Year's Data before finalizing. Remove or revert future changes that were not consented to. See Next Year's Data – Finalizing a Stay Put Meeting.
  7. Finalize only when the response and documentation accurately represent what occurred and district closure requirements have been met.
  8. After finalization, verify Current/MIS data, services, goals, and the meeting archive as appropriate for the selected response.
