SWDS = 1 Eligible and Participating
When we have active status = active in SIRAS, it is assumed the student is eligible, enrolled and participating.
If that is the case then with any SWDS = 1 [Eligible and Participating] in CALPADS there must be the following components in place or errors will appear.
We will assume the SWDS = 1 in CALPADS is correct. If it is not then the SWDS must be corrected in all systems before proceeding in this document.
Assuming SWDS = 1 is valid:
- There must be overlapping enrollment. (Lack of enrollment leads to GERR0005, fix is get SENR reported)
- Most recent meeting (s) in place (MEET error if missing, fix is put meet record there!)
- Most recent plan and service(s) in place as of next Census must be from the district as well.
- Plan effective date can precede or overlap district enrollment start date
SWDS 1 in SIRAS is Active Status = Active
MEET information in SIRAS is in Last Annual (plan review) and Last Evaluation (reevaluation)
PLAN information is the Special Ed. Information on the right hand side of the MIS Summary page
SERV information is the Service data at the bottom of the MIS Summary page
In order for SIRAS to push a new SWDS 1 to CALPADS, the SWDS effective date must overlap enrollment from the district.

If there is a SWDS 1 status, then CALPADS should minimally contain the last plan review and last evaluation meeting dates, assuming known.

If there is a SWDS 1 status, then CALPADS needs IEP plan and service information of the plan that the student is currently participating on.


SWDS = 2 Eligible and no plan (not participating)
- The status in SIRAS is Inactive by default
- The status can be set to Pending for follow up meetings
- Do not remove the inactive date/reason for follow up meetings
- If student is known to be starting participation, then status can be set to Active and archived.
- Can be set by manually archiving an Inactive Reason on the MIS
- Can be set by IEP manager event
- Cessation of Services
- Can be set as the result of an Initial Evaluation
- Future Start Date / Other
- Declining FAPE
SWDS = 3 Eligible and not enrolled
- The status by default in SIRAS is Inactive
- Can be set by manually archiving an Inactive Reason on the MIS
- Can be set by IEP manager event
- Dropped out
- Moved out of State
SWDS = 4 Not eligible
- The status by default in SIRAS is Inactive
- The next meeting type in SIRAS will need to be an Initial Evaluation by IEP or 504 or SST
- Can be set by manually archiving an Inactive Reason on the MIS
- Can be set by IEP manager event
- Parents don't accept initial provision of eligibility
- Withdrawal
- No longer eligible
- No Parental Consent for Part C to B Assessment (Part C to B Initial evaluation transition scenarios only)
- IFSP team determines no part C to B initial evaluation needed (Part C to B Initial evaluation transition scenarios only)
