Transfers into your District:
If you are aware a student is coming from a neighboring district, go to the Tools menu/Request
transfer to search for and request the transfer of the student record to your District. If staff are
not able to immediately transfer the record, you can email the other District to request a preview
for your staff. Once the record is sent to your District, District Admins will get a message saying
the record has arrived and the active status of the record will be Pending.
Do not change the active status of the record from Pending to Active until it is confirmed the
student is actively getting services with the District.
Once the new to your district student has been enrolled in your District SIS:
- Update the LEA Identification fields.
- For students transferring from another SIRAS district or creating a whole new student record (from a non-SIRAS district), the MIS Summary page must be updated and completed with data from current/existing IEP the student arrived with. This includes entering the current IEP, EVAL dates and existing services as of the day the student arrived (see checklist below).
- If you are able, add providers. If you do not know who they will be, this step can be completed after archiving the baseline and activating the record.
- Make the record have Active Status = Active in SIRAS and immediately archive this new record to your district. For highly mobile students, there is an exception. If the student was with your district earlier this current school year, had a SPED record sent to CALPADS already and then returned, you would not need to archive a new record. Only one baseline record needs to be sent each school year.
- Archive the record, which will establish a baseline record for CALPADS.
- After the baseline archive has been created and if appropriate, update the program setting and primary residence on the current data.
- Archive the changes. This will create a CALPADS amendment to your previous record.
Transfers away from your District:
Records must be made inactive before sending a transfer. See Inactivating Records and refer to the Active Status and Inactivating Records Help sheet in SIRAS and on the Padlet.
Records cannot be transferred with an open meeting. If the meeting occurred, indicate by checking meeting held and finalize meeting. If the meeting was abandoned, then have District SIRAS Admin force finalize the meeting and inactivate the record.
If there is an open meeting that staff need time to finish before allowing the record to be sent to the other District, use the ‘Allow Preview’ checkbox on the home page. This will give the other District read only access to the record, so they can preview and prepare for their 30-day review, while buying time for your staff to finish up with the work they are doing on the open meeting.
If the student never had services, do not exit the student when inactivating the record.
Transfer Checklist:
- For students new to the SELPA and active IEP/IFSP/ISP, complete the MIS Summary and archive the record.
- Inter-district transfers: The receiving district becomes the District of SPED Accountability (DSEA).
- Inter-district transfers: The District of Geographical Residence should be updated to the district they came from.
- When students move from district to district, request records and DRDP.
- When a student transfers in with an existing SIRAS record, the record will be pending.
Review the following on all records before activating the record:
- SELPA from
- School Type
- School Attending
- District of Accountability (DSEA)
- District of Geographical Residence (DOGR), when the student resides outside of your district. Recommended for charters.
- School of Residence when the student resides outside of your district
- SELPA enrollment date, if applicable
- District enrollment date (should match enrollment in SIS)
- Providers
If the student is from out of SELPA:
- Referral information
- SPED Information (from most recent IEP)- including program setting and primary residence from most current IEP
- Current services
