Many of the fields on the MIS Summary page are locked down for most users after the Initial Evaluation is complete.  Users that have Sped Clerk access and Admin 1 access will have an Unlock button at the top of the MIS Summary page.  By clicking the Unlock button, the Sped Clerk or Admin 1 user can edited those locked fields
